eighthphaseTwo hours later, we're in business! I'm not sure if the fresh install did it or if loading the game's autosave from after the cutscene did it, but either way, it's running fine now.
Though, after going over the hardware requirements, I don't think my computer is supposed to be able to run it at all. Oops.
